On the occasion of answering questions for customers, Sea Dragon sent the phytosanitary register process for your reference:

Step 1: Registering the account via online

  • To register new account at registration department of Phytosanitary agency (BRANCH OF PHYTOSANITARY ZONE II for the South), it will issue 2 samples including the account registration information letter (take 1 day to activate your account), and Phytosanitary registration letter.
  • Filling 2 letter and signing in Phytosanitary Website

Step 2: Registering phytosanitary

Shippers or authorized persons registered phytosanitary 1-2 days before the departure date with phytosanitary agency (BRANCH OF PHYTOSANITARY ZONE II for the South)

The documentation including:

1 / Phytosanitary registration letter (form of phytosanitary office and declare the full information on the quarantine shipment)

2 / Sale contract (obligatory) along with bills of lading + invoice + packing list (if any)

3 / The attorney of the owners (if the party is registered as authorized shippers)

4 / Sample of quarantine shipment (if any)

• In case have sample of quarantine, Reception department will examine the documentation and sample in case of the documentation is valid will be signed and send back to the receipt number to their owners or authorized persons by the reception department

• In case not have sample of quarantine or If have invalid, the reception department will forward all documentation to the supervisor at the terminal port where the shipments were laden, at there the supervisor will provide the receipt number directly to the owners or authorized persons after the end of the process to check the status of goods.

 

  • Then declare all information about quatantine shipment via the website of BRANCH OF PHYTOSANITARY ZONE II (shipper, consignee, description, quantity, port of loading, port of destionation, the other request…). Within 24 hours, the quarantine agency will send a draft phytosanitary by email to their owners or authorized persons.

 

Step 3: Submitting full documentation to get phytosanitary certificate

  • Getting a draft of phytosanitary, check with the shipper / consignee and get their confirmation
  • You can revise any information on draft directly and shall submit complete documentation to phytosanitary agency within 1-2 days (after getting the receipt number)
  • Firstly, pay quarantine fee for accountant department according to the price list applicable at the weight and for each item
  • Then submitted documentation at the reception department.

The documentation including:

1/ The receipt number signed by supervisor and a receiver

2/ The initial documents submitted for registration (Phytosanitary registration letter, Sale contract)

3/ Draft phytosanitary were declared via online (completely)

4/ The bill of lading contains the most accurate information and confirmation by shippers.

5/ Commercial invoice, packing list

Step 4: Receiving and check the completeness and validity of documents

  • Phytosanitary Agency is responsible for receiving and checking the completeness and validity of documents for issuing certificate as rule. In case of full documents, will issue certificate to owners or persons authorized within 1-2 hours. If documents is incomplete, invalid, required owners or persons authorized to supplement and complete.
