CERTIFICATE OF ORIGIN (C/O) REGISTRATION VIA INTERNET

Ministry of Industry and Trade announced Decision No. 2412 / QD-BCT, which promulgate Process of Issuing Certificates of Origin (C / O) via the internet

 

Process of Issuing C/O via the internet will be implemented on the Management and electric issuance C/O system (abbreviated as eCoSys) at www.ecosys.gov.vn.

PROCESS AS BELOW:

  1. Merchants engage Process of Issuing C/O via the Internet to declare the electronic trader records on eCoSys. In case merchants have submitted trader records by paper, these merchants should update records on eCoSys
  1. Merchants declare data in the form available on eCosys according to the accurate information related to the goods requested issuing C/O and attach as electronic documents prescribed from point C to point E Clause 1, Article 9 of Circular No. 06/2011 / TT-BCT. These text, documents must be authenticated by merchant’s electronic signature token, which licensed by a competent authority.
  1. Merchants don’t need to submit paper documents which are attached via eCoSys to the C/O Issuer, unless they are required
  1. After receiving the approval notification of the Issuer C/O, merchant submit to the C/O Issuer the C/O application and filled C/O form which have been fully and duly prescribed in point B Clause 1, Article 9 of Circular No. 06/2011 / TT-BCT.
  1. Merchant submit paper copies of other related documents stipulated in Article 9 of Circular No. 06/2011 / TT-BCT to the Issuer C/O in case required.

TIME FOR PROCESS OF C/O DOSSIER VIA THE INTERNET:

  1. Within 6 working hours after receiving merchant’s dossier, the C/O Issuer is responsible to notify the merchant the result on system.
  2. In case the C/O dossier via the Internet is inconsistent with the current regulations, the C/O Issuer must indicate reason of disapproval and notified to the merchant to revise.
  3. The C/O Issuer release the original C/O paper according to the filled C/O form within 2 hours after receiving the dossier according to Point 3, Article 2 of this process.
  4. For the C/O form D dossier, the C/O Issuer receive and process dossiers totally complied with Process of C/O dossier via the Internet. Time to switch from Paper documents process to the Internet process is 45 days from 15th June 2016

Notes:

1. Merchant may choose to apply the dossier C/O via the Internet or by paper according to Circular No. 06/2011 / TT-BCT, except for C/O form D dosiers.

2. Merchant report the difficulties, problems (if any) while implementing this process to the C/O Issuer or the Ministry of Industry and Trade (e-mail address ecosys@moit.gov.vn or co@moit.gov.vn) for advice and treatment. /.
