CUSTOMS PROCEDURE FOR SEAFOOD IMPORTING
Recently, we’ve received several questions about customs procedure for seafood importing, hope below sharing information helpful for you:

Step 1: Requesting seafood import permit from Department of Animal Health
- First, you have to check if your supplier is listed in the List of registered enterprises granted permit exporting seafood into Vietnam
- If the supplier is already listed:
- Proceed the application with Department of Animal Health, documents required:
- Letter of recommendation
- Application form for import permit
- Business certificate
- Sale contract
- Health certificate
- Permit for import of marine species specimens of wild animals and plants under the provisions of CITES and the law of the Socialist Republic of Vietnam.
- If all documents is qualified, after 5 working day, the Department will send you the agreement of proceeding phytosanitary for your shipment.
- If the supplier is not granted permission to export, registration is required – This process will take 2-3 months ( it depends)
- Consulting professional logistics companies is prerfer to avoid errors, lower cost, and save time.
Step 2: Before the shipment arrives, Prepare documents and register with Phytosanitary Department
- Documents required:
- Bill of lading
- Invoice
- Packing list
- Sale contract
- Delivery order
- Health Certificate
- Register forms (3 original sheets)
- Phytosanitary Department will come over to take the samples for testing, the result will be release after 5-6 working days. If the sample is qualified, Phytosanitary Certificate will be issued. If the sample isn’t passed the test, they would take another samples to re-test. The worst scenario is re-exporting the shipment to origin
Step 3: Clear customs at the port/airport
- Documents for Customs clearance required:
- Bill of lading
- Invoice
- Packing list
- Sales contract
- Delivery order
- Health certificate
- Phytosanitary registered form with receipt confirmation of Phytosanitary Department.
- C/O and other related documents (if required)
- Letter requesting approval for provisional moving goods to warehouse (if applicable)
- Proceed clearance with customs officers at port/airport
- The customs clearance is done only when there’s result of qualified phytosanitary testing; and that time the shipment is relieved.
Step 4: Price counselling
- Price counselling is one of the matters in customs procedure for some kinds of goods listed to be check value risk management. When there’s requesting of price counselling, a preparation of relevant documents is required
